Two key measures now suggest it's an excellenttime to buy a house, either to live in for the long term or for investmentincome. First, the nation's ratio of house prices to yearly rents is nearlyrestored to its prebubble average. Second, when rates are taken intoconsideration, houses are the most affordable they have been in decades.Whether buying is a better deal than renting isn't a stagnant fact but achanging condition that depends on the relationship between prices and rents,the cost of financing and other factors. But the math is turning in buyers'favor. Stock-oriented folks can think of a house's price/rent ratio as akin toa stock's price/earnings ratio, in that it compares the cost of an asset withthe money the asset is capable of generating. For investors, a lower ratiosuggests more income for the price. For prospective homeowners, a lower ratiomakes owning more attractive than renting, all else equal. Nationwide, theratio of home prices to yearly rents is 11.3, down from 18.5 at the peak of thebubble, according to Moody's Analytics. The average from 1989 to 2003 was about10, so valuations aren't quite back to normal. But for most home buyers, ratesare a key determinant of their total costs. We all reach a time in our lives when the yard, the house, the maintenace begins to wear on our time and our personal energies. We begin to think of what it would be like to have that extra time to volunteer, travel and spend more quality time with our families. In today's housing market there are many choices for us when this idea moves from dream to reality.
Some may think that now is not the time to sell and downsize with the market flooded with homes for sale. On the contrary, there are more people looking today than many think. Buyers know that now is the time to buy and they are no longer sitting on the fence. They want to take advantage of the historically low interest rates. If you have maintained your home and have been residing in it long enough to have built up substantial equity, then don't let this market scare you from jumping in. Typically, those that purchased at the height of the market and are trying to turn over at this time are having the most difficulty.
When you are ready to take the leap to downsize, take a look at what you have and decide what is essential to move with you. For other items, you may want to call your children and see if there is anything that they could use. You will want to organize your essentials into one area of your home or attic, and your non-essentials to another. So far 2011 has been very busy for real estate. As interest rates begin to rise, buyers are beginning to realize that the interest rates may not be going back down again to the rates that we saw in 2010. There are still plenty of foreclosures, short sales, and resales on the market driving home prices down. But as the interest rates begin to rise, the opportunity to really save on your monthly mortgage payment is going to narrow over time. Currently, a 30-year conventional is around 5.25%, FHA is around 5.0% and a 5-yr ARM is just under 4.0%. It is Hard to Take a Loss

This is the most reoccurring theme in today's market and it is a very hard pill to swallow. The idea of having to take a loss on your single most important investment, which for years naturally appreciated at the rate of at least 3% a year.

The current market for the past few years has now been a buyer's market to it's fullest degree, not only with the saturation of homes on the market that are for sale but also the interest rates and the tightening of lenders to extend credit to higher credit score borrowers. Sellers now have to come to the realization that they have much greater competition, that there are not as many buyers as there were in past years, and that they have to be more willing to negotiate.

However, the caveat to that is that if sellers can come to this realization and make appropriate price changes and swallow that chalky, bitter-tasting pill....then they too can turn around and be that buyer who can negotiate a great deal for themselves!

At interest rates hovering between 4% and 5% on average, buyers can now afford larger homes at more affordable monthly payments. It might be risky to go for it, but my advice to anyone out there who can qualify for a new home loan is to go ahead and put their home on the market, accept a bit of a loss, and move up to the home of their dreams, now is that window of opportunity and believe it or not this window of opportunity will not last forever..

Taxpayers Seeking Homebuyer Tax Credits, Refunds Must File Paper
by Broderick Perkins

Homeowners filing for the home buyer tax credit are not allowed to use electronic filing and must file hard copies due to special documentation requirements.

Earlier this year, the Internal Revenue Service (IRS) deployed new home buyer tax credit forms and instructions requiring forms that will force taxpayers to file on paper, rather than electronically.

The new home buyer tax credit filing rules are to ward off a repeat of 90,000 taxpayers who fraudulently claimed the credit, according to the U.S. Treasury.

Under the new and expanded home buyer tax credit rule , the credit is worth up to $8,000 for first-time home buyers and up to $6,500 for qualifying existing home buyers, in both cases, who buy a primary residence or have one built.

The tax credit is refundable. A credit that is larger than the taxes owed is returned to the taxpayer in the form of a refund.

The home can cost no more than $800,000 and qualifying income is limited to a maximum of $125,000 for single taxpayers and $225,000 for joint taxpayers.

All taxpayers (first time and move up buyers) seeking a credit or refund, must use the new IRS Form 5405 "First-Time Homebuyer Credit and Repayment of the Credit" (Taxpayers must pay back the credit if they sell the home within three years). The instructions, which teach taxpayers what documents are required, are available on IRS FORM i5405.

In addition to Form 5405, also include at least one of the following documents:

• A copy of the HUD-1, Settlement Statement, showing all parties' names and signatures, property address, sales price, and date of purchase.

• For mobile home buyers who don't get a settlement statement, a copy of the executed retail sales contract showing all parties' names and signatures, property address, purchase price and date of purchase.

• For new home buyers who don't get a settlement statement, a copy of the certificate of occupancy showing the owner’s name, property address and date of the certificate.

Existing home owners applying for the $6,500 maximum tax credit must additionally prove they lived in their old home for the required period.

To do so, options are:

• File IRS Form 1098, "Mortgage Interest Statement." IRS Form i1098 offers the instructions.

• Also, supply mortgage interest statements or property tax records or homeowner's insurance records.

Again, because some of the documents required are not standard tax forms, taxpayers seeking the credit cannot file electronically.

URGENT REMINDER..... Effective today (Feb. 18, 2010), the new Smoke Detector Ordinance passed 18 months ago goes into effect. It applies to ALL homes within the city limits (and jurisdictional district) of Winston-Salem. It does NOT apply to those outside that jurisdiction. The new law requires detectors in EVERY bedroom (and some other "rooms that can be used for sleeping") AND on every floor. The property owner is the responsible party - this is important for rental property! Property managers are also responsible to make sure there is compliance according to the NC Real Estate Commission. This WILL affect home inspections for homes located inside the city limits. The new law applies to ALL homes, regardless of when they were built. Please make sure all Sellers are aware of this new requirement.

The Fed began buying securities in January 2009. They will begin selling off securities this year. This purchasing by the Fed kept interest rates low; but, once the Fed begins to wean away from the purchasing and begins selling, interest rates are predicted to rise. Many disgruntled homeowners have been forced out of their homes and foreclosed on by the banks. It is just an economic reality today. Many have taken fixed items from their homes when they left or many of these foreclosed homes have been setting vacant and vandalized while unoccupied. Because of these circumstances, the government has developed programs allowing home buyers interested in these foreclosures to borrow money in attempts to fix them up and stabilize neighborhoods being depressed by these unsightly foreclosures. First time home buyers have programs available that they do not have to repay (for repairs) if the home is their primary residence for a certain number of years. Just remember that a Sellers Market is just the reverse of a Buyers Market.

In a sellers market (like we had approx 3-5 years ago), when you sold your home, you knew that you would get pretty close to asking price; on the flip side, you were going to pay pretty much close to asking price for the new home.

In a buyers market (like we are in now), yes, you will probably have to come down on your sales price; on the flip side, you are going to be purchasing the new home at a reduction.

In the end, it all balances. However, this period of time is even a better time than the sellers market period of time because of the interest rates available to you now that were not available to you then.

It's Official-Tax credit has been extended

The extension stipulation is for contracts to be signed by April 30, 2010. Not only is this extension for first time home buyers (a taxpayer who has not owned a home within the last three years) but also a $6500.00 credit is available for repeat buyers who have lived at their last residence for at least five consecutive years in the past eight years.

Other stipulations: First time home buyer or repeat buyers filing single $125,000 cap, filing jointly $225,000.

The credit is based on 10% cost of the home and cannot be used on homes over $800,000.00.

This credit is only available for a principal residence. The credit does not have to be paid back as long as you live in the house for at least three years.
