First, the nation's ratio of house prices to yearly rents is nearlyrestored to its prebubble average. Second, when rates are taken intoconsideration, houses are the most affordable they have been in decades.Whether buying is a better deal than renting isn't a stagnant fact but achanging condition that depends on the relationship between prices and rents,the cost of financing and other factors. But the math is turning in buyers'favor. Stock-oriented folks can think of a house's price/rent ratio as akin toa stock's price/earnings ratio, in that it compares the cost of an asset withthe money the asset is capable of generating. For investors, a lower ratiosuggests more income for the price. For prospective homeowners, a lower ratiomakes owning more attractive than renting, all else equal. Nationwide, theratio of home prices to yearly rents is 11.3, down from 18.5 at the peak of thebubble, according to Moody's Analytics. The average from 1989 to 2003 was about10, so valuations aren't quite back to normal. But for most home buyers, ratesare a key determinant of their total costs. Rates are so low now that houses inmany markets look like bargains, even if price/rent ratios aren't hitting newlows. The idea of having to take a loss on your single most important investment, which for years naturally appreciated at the rate of at least 3% a year.&lt;br /&gt;&lt;br /&gt;The current market for the past few years has now been a buyer's market to it's fullest degree, not only with the saturation of homes on the market that are for sale but also the interest rates and the tightening of lenders to extend credit to higher credit score borrowers. Sellers now have to come to the realization that they have much greater competition, that there are not as many buyers as there were in past years, and that they have to be more willing to negotiate.&lt;br /&gt;&lt;br /&gt;However, the caveat to that is that if sellers can come to this realization and make appropriate price changes and swallow that chalky, bitter-tasting pill....then they too can turn around and be that buyer who can negotiate a great deal for themselves!&lt;br /&gt;&lt;br /&gt;At interest rates hovering between 4% and 5% on average, buyers can now afford larger homes at more affordable monthly payments. With tax time fast approaching, this information is invaluable and I would like to share this article with you from Realty Times&lt;br /&gt;&lt;br /&gt;Taxpayers Seeking Homebuyer Tax Credits, Refunds Must File Paper&lt;br /&gt;by Broderick Perkins&lt;br /&gt;&lt;br /&gt;Homeowners filing for the home buyer tax credit are not allowed to use electronic filing and must file hard copies due to special documentation requirements. &lt;br /&gt;&lt;br /&gt;Earlier this year, the Internal Revenue Service (IRS) deployed new home buyer tax credit forms and instructions requiring forms that will force taxpayers to file on paper, rather than electronically. &lt;br /&gt;&lt;br /&gt;The new home buyer tax credit filing rules are to ward off a repeat of 90,000 taxpayers who fraudulently claimed the credit, according to the U.S. Treasury. &lt;br /&gt;&lt;br /&gt;Under the new and expanded home buyer tax credit rule , the credit is worth up to $8,000 for first-time home buyers and up to $6,500 for qualifying existing home buyers, in both cases, who buy a primary residence or have one built. &lt;br /&gt;&lt;br /&gt;The tax credit is refundable. A credit that is larger than the taxes owed is returned to the taxpayer in the form of a refund. &lt;br /&gt;&lt;br /&gt;The home can cost no more than $800,000 and qualifying income is limited to a maximum of $125,000 for single taxpayers and $225,000 for joint taxpayers. &lt;br /&gt;&lt;br /&gt;Get the full scoop online from the IRS' "First-Time Homebuyer Credit" page online. &lt;br /&gt;&lt;br /&gt;All taxpayers (first time and move up buyers) seeking a credit or refund, must use the new IRS Form 5405 "First-Time Homebuyer Credit and Repayment of the Credit" (Taxpayers must pay back the credit if they sell the home within three years). The instructions, which teach taxpayers what documents are required, are available on IRS FORM i5405. &lt;br /&gt;&lt;br /&gt;In addition to Form 5405, also include at least one of the following documents: &lt;br /&gt;&lt;br /&gt;• A copy of the HUD-1, Settlement Statement, showing all parties' names and signatures, property address, sales price, and date of purchase. &lt;br /&gt;&lt;br /&gt;• For mobile home buyers who don't get a settlement statement, a copy of the executed retail sales contract showing all parties' names and signatures, property address, purchase price and date of purchase. &lt;br /&gt;&lt;br /&gt;• For new home buyers who don't get a settlement statement, a copy of the certificate of occupancy showing the owner’s name, property address and date of the certificate. &lt;br /&gt;&lt;br /&gt;Existing home owners applying for the $6,500 maximum tax credit must additionally prove they lived in their old home for the required period. &lt;br /&gt;&lt;br /&gt;To do so, options are: &lt;br /&gt;&lt;br /&gt;• File IRS Form 1098, "Mortgage Interest Statement."
